World of Warcraft: Forever is taking a new approach to where and how players begin their journey. Instead of choosing from a long list of realms, players will select a ruleset—Normal, PvP, Roleplaying, or Hardcore—that matches how they want to experience Azeroth. Each option operates as its own large ecosystem for grouping, dungeons, raids, and community, with Hardcore joining the available lineup sometime after launch.
Choose Your Ruleset in World of Warcraft: Forever

tl;dr
Forever has no realm list: you choose a ruleset, Normal, PvP, Roleplaying or Hardcore, and each runs as one large community for grouping, dungeons and raids. Hardcore arrives some time after launch. Our story has what each one means.
