Agree with your group first
Before anyone makes a character, send your group a short checklist: preferred faction, preferred ruleset, usual play times, and whether you want to level together or meet for selected sessions.
Settle these choices first. A perfectly planned character is less useful if the people you hoped to play with have picked a different ruleset or faction.
