Even though we are in the realm of skywall, this is still the elemental plane. The spirits of all four elements speak to us, if we deign to listen. One among us Windshapers is in particular attunement with the element of fire. A shen'dorei by the name of Olariaan Swiftburn.
Bring this to him at the Shrine of Flames in the Gustberry Lowlands. You'll find it tucked away along the edge of the island, west of Valanaar.
